Is Vietnam an autonomous state or just purely an organized-crime group more or less?

I was totally in shock when being approached with this thorny question. The irony is that it was asked simultaneously by several members of different Young Adult Ministry groups in the United States, who gathered here in Washington for their annual Conference on Unity and the upcoming WYD 2008 event in Sydney, Australia.

What worth to acknowledge here is that: (1) these young American adults have no relation and/or any connection whatsoever with Vietnam in the past and even now; (2) they know nothing about Vietnam until they read international news concerning the dispute of the Catholic Church’s land in Hanoi and other places; and (3) they want to know whether Vietnam is in fact an autonomous state, or just an organized-crime group that sponsors and protects gangsters and crooks.

If Vietnam is in fact an autonomous state, according to their analysis and judgment, then she must abide by her own constitutions, laws and regulations. In other words, such a sovereign influence has this passion upon the regulation of the lives and actions of men.

Webster dictionary defines constitution as the fundamental, organic law or principles of government of men, embodied in written documents, or implied in the institutions and usages of the country or society; also, a written instrument embodying such organic law, and laying down fundamental rules and principles for the conduct of affairs.

Now briefly look at what has been said in the Vietnamese constitution regarding the basic rights of every human being on this earth which include freedom of religion and freedom of worship.

In the Vietnamese Constitution of 15 April 1992, Chapter 5, concerning the Fundamental Rights and Duties of the Citizen (Article 70) mandates that:

The citizen shall enjoy freedom of belief and of religion; he can follow any religion or follow none. All religions are equal before the law. The places of worship of all faiths and religions are protected by the law... ”

Directive No. 379/TTg stresses: “Places of worship borrowed by the authorities must be returned to the churches or their owners when their use is no longer justified. If the use of the land is not for the right purposes, then it must be returned to the churches. If the places of worship are being occupied by people, it is municipal government’s task in asking these habitants to leave the properties within specific time.”

Decree No. 26/1999/ND-CP emphasizes: “Church properties must be kept under the management of the state, and the state should not let these places of worships be transgressed.”

Ordinance No. 21/2004/PL-UBTVQH11 of June 18, 2004 concerning Religious Belief and Religious Organizations, Article 26 elaborates that: “The legal property of places of religious belief and of religious organizations is protected by law; any violation of this right is forbidden.”

Watching the news and closely monitoring every day progress of the ongoing properties dispute scandal; Vietnam has obviously proved to the world that she is not an autonomous state and run by her own constitutions, laws and regulations. She is controlled and run by an organized group of crooks and crimes.

Over the course of her own long and brutal history since regaining her independence back from the United States in 1975, Vietnam has let her own communist comrades who automatically become people’s leaders to freely, violently and forcefully steal and confiscate all Church’s and private properties. These “red” crooks and gangsters then divide, resell these lands and properties, and use them to build up their own houses.

They rudely and seriously violate against their own constitutions and laws. They automatically put themselves above the laws, as the laws are made to protect for their own interest not people and church organizations. They use so-called “illegal and invalidity” Constitutions to exploit and suppress their own people without mercy.

Despite having won Permanent Normal Trade Relations with the United States, which is now Vietnam's largest export market, and Vietnam's admission to both the World Trade Organization and the United Nations as an observer on a non-permanent basis, Vietnam continues to degrade and defame herself on both the international and the world stage as Vietnam's favorable trade status with America will soon be withdrawn when she regretfully finds herself back in Countries of Particular Concerned (CPC) List.

Tortures, threats, discrimination, execution, extermination, segregation, and persecution of these “red” crooks and gangsters on their own poor and innocent people right now will only stir up and ignite a big protest of all hearts, minds, and souls of those who have long suffered this kind of totalitarian rule. If poor people are pushed to the edge, they will let their voices heard. The people of good will, the American people and the world over will not let this happen as we will stand by side with you, all Vietnamese people, no matter how strong these “communist-comrade” crooks and gangsters are.
